Walk down any aisle at Target, Woolworths or Kmart and you will see the small tree-and-checkmark logo on boxes, bags and gift wrap. That logo belongs to the Forest Stewardship Council (FSC), and today it is one of the first things retail buyers ask for when they source paper packaging.

But what does FSC certified packaging actually guarantee? What is the difference between FSC 100%, FSC Mix and FSC Recycled? And how does FSC compare with PEFC, SFI or Responsible Wood?

This guide answers those questions in plain terms. It is written for brand owners, importers and sourcing teams in the United States and Australia who want packaging that passes retailer audits, meets local timber laws and tells an honest sustainability story.

What Is FSC Certification?

The Forest Stewardship Council is an international non-profit organization founded in 1993. It sets standards for responsible forest management and tracks forest products through every step of the supply chain.

FSC certified paper comes from forests that are managed to protect biodiversity, water, soil and the rights of workers and Indigenous peoples. Independent certification bodies, not FSC itself, audit the forests and companies against FSC standards every year.

There are two main types of FSC certificate:

Forest Management (FM) certification is for forest owners and managers. It confirms that a forest is harvested responsibly.
Chain of Custody (CoC) certification is for every company that buys, processes or sells certified material, including pulp mills, paper mills, printers and packaging factories.

For a packaging buyer, Chain of Custody is the certificate that matters most. A box can only carry the FSC label if every company that owned the material, from the forest to the factory that printed the box, holds a valid CoC certificate.

Why FSC Certified Packaging Matters in the US and Australia

FSC is voluntary, yet in practice it has become a basic requirement for many retail programs. Here is why buyers in both markets ask for it.

Retailer and brand requirements

Many large retailers and consumer brands have public commitments to source paper and packaging from certified or recycled fiber. Suppliers are often asked to show a valid FSC certificate and FSC claims on their invoices before a purchase order is confirmed.

Consumer trust

Shoppers in both countries are more aware of greenwashing. A vague claim like “eco-friendly box” means little, but an FSC label with a license code can be checked by anyone on the FSC public database.

Legal timber compliance

The US Lacey Act and Australia’s illegal logging laws both make it an offense to trade illegally harvested wood products, including paper. FSC certification does not replace these laws, but it gives importers strong evidence for their due diligence. We explain both laws in more detail below.

FSC Labels Explained: FSC 100%, FSC Mix and FSC Recycled

FSC has three product labels. Each tells the customer something different about where the fiber came from.

FSC 100%

All fiber comes from FSC certified forests. This label is less common in packaging because supply is limited and the cost is higher. It is mostly used for premium products and printing papers.

FSC Mix

This is the most common label on boxes and paper bags. The product contains a mix of material from FSC certified forests, recycled material and FSC Controlled Wood.

Controlled Wood is not certified, but it is checked to exclude the highest-risk sources: illegally harvested wood, wood harvested in violation of traditional or civil rights, wood from forests where high conservation values are threatened, wood from forests being converted to plantations or non-forest use, and wood from genetically modified trees.

FSC Recycled

The product is made from 100% reclaimed material, either post-consumer (used paper and boxes) or pre-consumer (factory offcuts). It is popular for corrugated shipping boxes and kraft paper bags.

FSC Mix vs FSC Recycled: which should you choose?

Many brands use both: FSC Mix for the retail box that needs premium printing, and FSC Recycled for the outer shipping carton.

How FSC Chain of Custody Certification Works

FSC chain of custody certification is the system that keeps certified material traceable and separate from uncertified material at every step. Packaging factories are audited against the FSC standard FSC-STD-40-004.

In practice, a certified packaging manufacturer must:

Buy paper and board only from FSC certified suppliers when making an FSC claim, and check that the supplier’s certificate is valid.
Record the FSC claim on every incoming invoice and delivery note.
Keep certified material identified and controlled in the warehouse and on the production line.
Calculate output claims correctly, using the transfer, percentage or credit system allowed by the standard.
Print the correct FSC claim and certificate code on sales invoices to the customer.
Apply the FSC label only with approved artwork that shows the factory’s or brand’s license code.
Pass a yearly audit by an accredited certification body.

Every CoC certificate holder has a certificate code and a license code in the format FSC-C000000. Buyers can type either code into the FSC public certificate search to confirm the scope, the product types covered and whether the certificate is valid, suspended or terminated.

Other Certifications Related to FSC in Paper Production

FSC is not the only scheme you will see on a supplier’s certificate wall. Some cover forests, some cover quality or social standards, and some cover what happens after the box is used.

PEFC vs FSC

The Programme for the Endorsement of Forest Certification (PEFC) is the world’s other major forest certification system. Instead of writing one global standard, PEFC endorses national standards that meet its benchmark.

Both schemes run chain of custody certification and on-product labels. FSC is generally better known by consumers in the US and Australia, while PEFC supplies a large share of certified fiber in Europe and parts of Asia. If your retailer accepts both, a supplier with dual certification gives you more paper options and steadier pricing.

SFI certified packaging (United States)

The Sustainable Forestry Initiative (SFI) is a North American standard that is endorsed by PEFC. Many US and Canadian paperboard mills are SFI certified, so SFI labels are common on cereal boxes and folding cartons in US stores. Check whether your brand guidelines accept SFI, FSC or both before you approve artwork.

Responsible Wood certification (Australia)

Responsible Wood is Australia’s national forest certification scheme and is also endorsed by PEFC. It is widely used for Australian timber and paper products. Australian buyers will often accept FSC or PEFC/Responsible Wood fiber, but large retailers may specify one.

ISO 9001 and ISO 14001

ISO 9001 covers quality management and ISO 14001 covers environmental management. They do not prove where the fiber came from, but they show that a factory controls its processes, waste and emissions in a structured way. Buyers often ask for them alongside FSC.

amfori BSCI and social compliance

Responsible paper is about people as well as trees. amfori BSCI audits check working conditions, wages, working hours and health and safety in the factory. Many US and Australian retailers require a recent social audit before onboarding a new packaging supplier.

Recycling labels: How2Recycle and the Australasian Recycling Label

FSC tells shoppers where the fiber came from. Recycling labels tell them what to do with the box afterwards. In the US, many brands use How2Recycle. In Australia and New Zealand, the Australasian Recycling Label (ARL) is the standard, and it is linked to the national packaging targets set by the Australian Packaging Covenant Organisation (APCO). Mono-material paper packaging with water-based inks makes both labels easier to apply.

Legal Requirements for Paper Packaging in the US and Australia

This section is general information, not legal advice. Always confirm your obligations with your customs broker or a trade lawyer.

United States: the Lacey Act

Since the 2008 amendments, the Lacey Act makes it illegal to import or sell plant products, including paper and paperboard, made from illegally harvested wood. Many wood and paper products also need a Lacey Act import declaration that lists the species and country of harvest.

Packaging that only supports, protects or carries another product is generally exempt from the declaration. However, when the packaging itself is the product being imported, such as retail gift boxes, gift bags or shipping boxes sold to end users, the declaration rules can apply. The legality requirement applies in every case, which is why importers value FSC documentation.

Australia: illegal logging laws

Australia’s Illegal Logging Prohibition Act 2012 was reformed, and the new Illegal Logging Prohibition Rules 2024 took effect on 3 March 2025. Businesses that import regulated wood, pulp or paper products must carry out documented due diligence before import to reduce the risk of illegally logged timber.

Overseas suppliers are not directly regulated, but Australian importers will ask them for information about species, origin and certification. A packaging partner with valid FSC chain of custody and clear paperwork makes this step much faster.

How to Choose an FSC Certified Packaging Manufacturer

Use this checklist before you place your first order:

Ask for the supplier’s FSC certificate code and license code, then verify both on the FSC public certificate search.
Check that the certificate scope covers your product type, such as folding cartons, corrugated boxes or paper bags.
Confirm which claims the factory can supply: FSC 100%, FSC Mix or FSC Recycled.
Make sure the FSC claim and certificate code will appear on the commercial invoice.
Ask who will submit the FSC label artwork for approval, and whose license code will be printed on the box.
Request supporting documents for Lacey Act declarations or Australian due diligence: species, country of harvest and mill information.
Review recent ISO and social audit reports if your retailer requires them.
Request a pre-production sample printed with the final FSC label.
